This list was hard to make, but I ranked every one depending on how much destruction they can cause to the ninja world and the amount of power they possess to pressure the foe. I couldn't decide between 7th and 8th and I especially had a hard time ranking Kabuto Yakushi because of his summoning of Sage Mode Rinnegan Wood Release Hashirama cells Madara and Deidara's C0 spam; Momoshiki and Madara were also very difficult to rank. Madara had Sage Power, but Momoshiki was feared by Kaguya herself.
1. Kaguya Otsutsuki: (she has the chakra of the Ten Tails plus of every other victim of her genjutsu, and can only be beat with specific powers)
2. Hagoromo Otsutsuki: (he was the Ten-Tails jinchuuriki, Rinnegan, Six Path's Power, and has the Creation of All Things Technique)
3. Madara Uchiha: (Ten-Tails jinchuuriki with Hashirama's DNA, his Sage Mode, and two Rinnegan as well as a Rinne-Sharingan on his forehead)
4. Momoshiki Otsutsuki: (after absorbing Kinshiki, can absorb any ninjutsu and get powered up by it)
5. Naruto Uzumaki: (perfect jinchuuriki and heigntened Six Paths Sage Mode, a fragment of every other tailed beast, extreme senses)
6: Sasuke Uchiha: (Rinne-Sharingan and Six Paths Power)
7. Obito Uchiha: (Ten-Tails Jinchuuriki, Kamui Sharingan, One Rinnegan, and Truth-Seeking Balls)
8. Hamura Otsutsuki: (Tensenigan, Six Path's Power, and Truth-Seeking Balls)
9. Toneri Otsutsuki: (Tensenigan, Puppet Manipulation Technique, and Truth-Seeking Balls)
10. Kabuto Yakushi: (Impure World Reincarnation, infinite Dragon Sage Mode, colossal summon, and immunity/resistance to Taijutsu, Ninjutsu, and Genjutsu)
Note: Since this is Naruto Shippuden and not the history of the Narutoverse, my list will be based on each character’s strength by the end of Shippuden, and not any characters that are introduced later or have gotten stronger after the series ends.
Honorable Mentions
Kakashi Hatake (during the Kaguya battle with full dojutsu prowess), Hashirama Senju (in Sage Mode), Minato Namikaze (in Sage Mode and Kurama cloak), Nagato (both Rinnegan), Orochimaru (with Kabuto's cells and Impure World Reincarnation; possibly also a Sage Mode), and Tobirama Senju (teleportation jutsu and Impure World Reincarnation). I didn't forget Asura and Indra, but they kind of seem underwhelming compared to Naruto and Sasuke in my opinion.
